Bounded local buffer with explicit overflow: retain completion/failure; coalesce progress; emit dropped-event counters.
- No business keys, free text, SQL/ABAP fragments, or row content in telemetry
- Acceptance: block Monitor / expire creds / fill buffer — extract still succeeds
